What are the first steps in a DOT alcohol screening test?

When the employee enters the testing site, the BAT or STT must begin the alcohol test without delay. If the employee is there to also take a drug test, to the greatest extent possible, perform the alcohol test before the urine drug screen collection.

First, require the employee to produce an acceptable form of identification as outlined by the DOT and, if asked, show the employee your photo identification.

Explain the test procedure to the employee, showing the employee the instructions on the back of copy 3 of the ATF.  Next, complete Step 1 of the Alcohol Testing Form (ATF).

Read Step 2 of the ATF and request the employee to sign and date step 2. Remember it is an automatic refusal to test if the employee refuses to sign Step 2.  Without their signature, you must not proceed with the test. In this situation, you must document the refusal in the remarks section of the ATF and you must notify the DER of the refusal to test.
